700S - Help identify this part

Current project bike is an 85 700S. It came in pieces and I'm doing fairly well at getting it back together, but I have an extra metal piece in the box and I can't figure out where it belongs.

Any suggestions would be appreciated.

Yes, pretty sure it's part #20 on that diagram.

That's it for sure. There is a space for it and the bolt holes line up.
