Slave cylinder oil seal

Any thoughts on how to install the oil seal on this part of the slave cylinder.
Does the center part remove and then then oil seal install. Having a hard time getting this part cleaned up. Got the seal installed on piston but confused on this part. Thanks for any help. Pictures would really help

yes, soak that in some penetrating oil then remove it
