Impossible to Downshift

Picked up an 84 Nighthawk 700 SC in May. It did not run well or ride when I bought it. As I've put it back together I've noticed when I ride it that it is often extremely difficult if not impossible to downshift. Usually, I have to pull off and fiddle with the shifter by hand to get it to do anything. Upshifting is not a problem. It does not seem to be an issue with the shifter adjustment as I have tried it at all different settings and the problem remains. Is this something that might involve the clutch not disengaging, or something else? I am at a loss at the moment. Any help is appreciated

Did you bleed the clutch, is it working well? Any drag?

I know that some people have had difficulties with shifting when the detent pawl springs were worn out.  Thankfully, they can be accessed from outside the engine although I think you do have to unbolt the engine from the frame in order to lift it a bit, in order to get the shift mechanism cover off.

Zmy, does the shifter move without changing gears, or does the shifter not move?

So, sometimes it works okay and other times it does not... Has the clutch been serviced recently (new fluid) and does the bike pull when you're stopped in first gear?
