Okay, that's how the front running lights are supposed to work. Each turns off so that side's turn signal flashes with greater contrast. Those are the orange (left) and lt. blue (right) wires with white stripes and/or beads.

The orange (left) and lt. blue (right) wires without white stripes are the turn signal wires.

There should be an orange wire from the turn-signal switch, one (black wire w/orange bead) from the front-left signal, one in the main harness from the rear-left signal, and one from the dash-mounted turn-signal light.

Likewise, there should be a lt. blue wire from the turn-signal switch, one (black wire w/lt. blue bead) from the front-right signal, one in the main harness from the rear-right signal, and one from the dash turn-signal light.

The intermittent headlight is likely due to dirty contacts in the starter switch, which interrupts the headlight for faster engine cranking.

Also note that green wires are ground on these Hondas.  And if you don't have good ground connections, all kinds of wonky things start to happen.
