Throttle cable replacement

I have a new to me 92 750 (quad carb) that had a sticky push cable and wouldn't snap back. I decided I would replace both cables, and my new ones are stumping me. I've tried the adjustments, but it seems like the cable (both) is simply to short, or the sleeve is too long. I've put the handlebars together, and slotted the ends into the carb side (was hard because it's so tight), but the sleeves way overshot where they were supposed to clamp to the bracket on the carb. Is this a defect, is there a way to get larger adjustments on this? What am I missing

In no particular order:

Are you sure you have the correct cable set for the bike?

Did you fully collapse the adjuster at the handlebar end?

Are both cables fully seated in the handlebar housing?

Are both cable ends full seated in the nylon throttle tube?

Are both ends in the proper (pull vs push) carb pulley slots?

Honda or other?
Did you match them up side by side?
92 Honda 750 Nighthawk
